Body
BACKGROUND
Following City Council’s original authorization of the tax increment financing (TIF) development agreement in 2021, construction bid costs came in significantly higher than anticipated, and, as a result, construction of the Project was delayed to complete value engineering exercises and secure additional funding to support KWP2.
Over the past four years, the Foundation has coordinated extensively with its consultants, Texas Department of Transportation (TxDOT), North Central Texas Council of Governments (NCTCOG), Regional Transportation Council (RTC), and the City to finalize the construction plans, pricing, and funding for the Project.
On June 20, 2025, by Minute Order 116959, the Texas Transportation Commission unanimously approved a State Infrastructure Bank (SlB) loan for the Foundation in the amount of $21,350,000 for the deck structures over Spur 366 (Woodall Rodgers Freeway), with pledged collateral from special assessment revenue from the Klyde Warren Park/Dallas Arts District Public lmprovement District.
Additionally, on December 11, 2025, the RTC approved additional funding, increasing the RTC’s contribution to the Project from $30.0 million to $44.6 million (Surface Transportation Block Grant).
Additional funding secured since 2021 to support the Project also include:
• $20,000,000 from 2023 Reconnecting Communities and Neighborhoods grant (federal Department of Transportation)
• $6,500,000 from City of Dallas 2024 Bond Program (Proposition B: Park and Recreation Facilities)
• $1,300,900 from Dallas County (in accordance with the Project Specific Agreement with Dallas County approved by Resolution No. 23-0492)
• $349,102 from City’s Transportation and Public Works (local match for previously approved RTC traffic signal funds)
On December 10, 2025, by Resolution No. 25-1905, with the confirmation of all available funding sources in place, City Council approved execution of Amendment No. 1 to the Advanced Funding Agreement (AFA) with TxDOT, reflecting updates in Project budget and funding participation. The Project budget and approved sources of funds are as follows:

On September 22, 2022 and January 16, 2025, the City Center TIF District Board of Directors recommended approval of extending all KWP2 project deadlines while the Foundation worked to secure all necessary funding for the Project.
