Authorize a construction services contract for storm drainage improvements at eight locations (list attached to the Agenda Information Sheet) - Camino Construction, LP lowest responsible bidder of four - Not to exceed $19,629,797.00 - Financing: Water Construction Fund ($388,803.19), Water Capital Improvement G Fund ($148,341.81), Wastewater Capital Improvement G Fund ($72,119.93), Wastewater Construction Fund ($1,322,773.07), Flood Control (D) Fund ($1,691,447.37), Stormwater Drainage Management Capital Construction Fund ($10,090,160.00), Stormwater Drainage Management Certificates of Obligation Series 2024B Capital Fund ($4,958,257.63), and 2024B Certificates of Obligation Fund ($957,894.00)

BACKGROUND
This action will authorize a construction services contract with Camino Construction, LP, for improvements to address localized flooding at eight locations. Storm drainage and flood management improvements will be completed for the following areas: Parrish Branch Culvert at Wheatland Road, Sanford Avenue (Little Forest Hills), Greenhollow/Sapling Way/Clear Springs, 16209 Meandering Way, 5910 Tree Shadow Trail, 3162 Royal Lane, State Thomas - Flora/Boll to Fairmount, and Turtle Creek at Bowen. The construction work will consist of installing storm sewer relief systems and replacing existing storm drainage pipes and structures to increase drainage capacity and reduce flooding.
In addition to storm drainage improvements, the contract will include paving improvements on Greenhollow Lane and Sapling Way due to overlapping project limits with the Department of Transportation and Public Works and water and wastewater main replacements in the vicinity of State Thomas - Flora/Boll to Fairmount, 3162 Royal Lane, 16209 Meandering Way, and the Sanford Avenue (Little Forest Hills) area. The water and wastewater main replacements will address substandard water and wastewater infrastructure in the same project areas as the storm drainage improvements. This includes the installation of approximately 3,589 feet of water and wastewater mains ranging in size from 8-inch to 15-inch in diameter. The installation of the proposed mains will improve the capacity of the water and wastewater systems and reduce maintenance costs.
