Title
Authorize the (1) acceptance of a grant from the Texas Parks and Wildlife Department (TPWD) for the Local Parks Urban Indoor Recreation Grant Program (TPWD P.O. No. CA-0007606, Project No. 56-25004) in the amount of $2,054,250.00, of which the State’s reimbursement to the City of Dallas is $1,027,125.00, the State’s portion is $1,027,125.000, and the local match portion is $1,027,125.00 to be provided by the Park and Recreation Facilities (B) Fund (2024 General Obligation Bond Fund), for the renovations and upgrades of the Marcus Park Recreation Center located at 3003 Northaven Road for the period January 23, 2025 through April 30, 2029; (2) establishment of appropriations in an amount not to exceed $1,027,125.00 in the TPWD Local Parks Grant Program - Marcus Recreation Center Fund; (3) receipt and deposit of funds in an amount not to exceed $1,027,125.00 in the TPWD Local Parks Grant Program - Marcus Recreation Center Fund; (4) local match in the amount not to exceed $1,027,125.00 in the Park and Recreation Facilities (B) Fund (2024 General Obligation Bond Fund); and (5) execution of the grant agreement with TPWD and all terms, conditions and documents required by the grant agreement – Total not to exceed $2,054,250.00 – Financing: TPWD Local Parks Grant Program - Marcus Recreation Center Fund ($1,027,125.00), and Park and Recreation Facilities (B) Fund (2024 General Obligation Bond Fund) ($1,027,125.00)

BACKGROUND
The TPWD administers the Local Parks Urban Indoor Recreation Grant. Funding for this program comes from a portion of the state sales tax on sporting goods through the Texas Recreation and Parks Account, the Texas Large County and Municipality Recreation and Parks Account, and from the Federal Land and Water Conservation Fund.
The scoring criteria for this grant program includes development or the extension of parks; a locally adopted and department-approved park master plan, reduction of the threat to the public, availability of a conservation or recreation opportunity, location in an underserved area, and involvement of public or private cooperation and meets the goals of TPWD Land and Water Resources Conservation and Recreation Plan.
Marcus Recreation Center is situated at the south side of Marcus Park and was built in 1970. A recent needs assessment identified areas of critical, internal improvements impacting the indoor recreation programming, and funding from TPWD will be used to address these improvements. A 1:1 match to the funding is required and will be met through the 2024 Bond Program. This project will help provide a much-needed improvement to the facility to better serve this community.

On June 6, 2024, the Park and Recreation Board authorized an application for the TPWD Local Parks Urban Indoor Recreation Grant Program in an amount not to exceed $2,000,000.00 from the TPWD for Marcus Recreation Center located at 3003 Northaven Road.
On June 26, 2024, the City Council authorized an application for the TPWD Local Parks Urban Indoor Recreation Department for Marcus Recreation Center located at 3003 Northaven Road by Resolution No: 24-0946.
On September 4, 2025, the Park and Recreation Board authorized the acceptance of a grant from the TPWD for the Local Parks Urban Indoor Recreation Grant Program (TPWD P.O. No. CA-0007606, Project No. 56-25004) for the renovations and upgrades of Marcus Park Recreation Center located at 3003 Northaven Road.
