BACKGROUND

 

This item authorizes a no-cost extension to the City’s Agreement with Legal Aid of Northwest Texas for continued delivery of eviction legal assistance services funded through American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery Funds that has since been converted to multi-year funding. The Agreement supports Dallas residents in Council Districts 7 and 14 at risk of eviction by providing legal representation and related tenant assistance that helps prevent displacement and housing instability.

 

The current term of the Agreement ends January 31, 2026. Additional time is needed to complete delivery of services and fully expend funds previously authorized for this Agreement. This action extends the term for one year through January 31, 2027, or until all funds previously authorized for the Agreement have been fully expended, whichever occurs first. The extension is time only and does not increase the not-to-exceed amount; there is no cost consideration to the City.

 

The City staff has been advised that express the City Council authorization is required to further extend the Agreement term. This item ensures continuity of eviction legal assistance services while allowing the City to complete program implementation and funding expenditure consistent with applicable requirements.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 23, 2021, the City Council authorized the acceptance of grant funds from the U.S. Department of the Treasury for the Coronavirus Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.

 

On September 22, 2021, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the ARPA funds from the U.S. Department of the Treasury for the Coronavirus Local Fiscal Recovery Fund, by Resolution No. 21-1590.

 

On June 22, 2022, the City Council authorized an Agreement with Legal Aid of Northwest Texas for the Eviction Assistance Initiative by Resolution No. 22-0986.

 

On January 24, 2024, the City Council authorized Supplemental Agreement No. 3 with Legal Aid of Northwest Texas for the Eviction Assistance added district-specific exhibits and clarified term language by Resolution No. 24-0179.

FISCAL INFORMATION

 

This action has no cost consideration to the City.
