BACKGROUND

 

The NCTCOG receives grant funding from the Texas Commission on Environmental Quality to administer the Solid Waste Implementation Grant Program in the 16-county North Central Texas region. These funds are generated by landfill tipping fees to the 24 councils of governments located in the state of Texas.

 

The Department of Sanitation Services was awarded $163,200.00 in grant funds for a technical evaluation of the feasibility and benefits of locating a regional composting facility at McCommas Bluff Landfill in furtherance of Dallas’s Comprehensive Environmental and Climate Action Plan and Local Solid Waste Management Plan organic waste diversion goals. With the McCommas Bluff Landfill experiencing increased tonnage and heightened landfill airspace value, strategies for diverting materials from disposal are critical. The proposed technical evaluation and feasibility study would compare the suitability of a currently permitted compost site at McCommas Bluff Landfill with alternative sites within the landfill’s footprint.  The evaluation and study would also include engagement activities to assess stakeholder feedback associated with each proposed recommendation.

 

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 28, 2023, the City Council authorized the application of a grant from the NCTCOG, for a composting facility technical study by Resolution No. 23-0891.
