Title
Authorize (1) an Advance Funding Agreement with the Federal Highway Administration through the Texas Department of Transportation (TxDOT) (Agreement No. CSJ: 0918-47-578, Assistance Listing No. 20.205) for a Transportation Alternatives Set-Aside (TASA) Program Project for construction of the Trinity Forest Spine Trail Phase V in the amount of $13,684,762.00 of which the Federal portion is $10,903,200.00, the State’s cost portion is $55,762.00, and the City of Dallas cost portion of $2,725,800.00; (2) the establishment of appropriations in the amount of $10,903,200.00 in the TxDOT TASA Trinity Forest Spine Trail Grant Fund; (3) the receipt and deposit of funds in the amount of $10,903,200.00 in the TxDOT TASA Trinity Forest Spine Trail Grant Fund; (4) the disbursement of a warrant check payable to TxDOT for the amount of $202,400.00; and (5) execution of the agreement with TxDOT and all terms, conditions, and documents required by the agreement - Total amount of $13,684,762.00 - Financing: TxDOT TASA Trinity Forest Spine Trail Grant Fund ($10,903,200.00); and Park and Recreation Facilities (B) Fund (2024 General Obligation Funds) ($2,725,800.00) (see Fiscal Information)

BACKGROUND
On November 13, 2025, the City of Dallas was awarded $10,903,200.00 through TxDOT’s Transportation Alternatives Set-Aside Program for the construction of Trinity Forest Spine Trail, which is part of the Dallas Loop.
This phase of the Trinity Forest Spine Trail consists of a 1-mile shared use path that will connect to other phases of the Trinity Forest Spine Trail Phase V which connects to Dolphin Heights at Terrell Avenue to the north and Parkdale Lake and Lawnview Park to the south. The Trinity Forest Spine Trail will provide a safe, off-street pedestrian and bicycle connection and a 1,200-foot elevated bridge over an active Union Pacific Railroad double main line.

On June 5, 2025, the Park and Recreation Board authorized an application for the Transportation Alternatives Set Aside Call for Projects Program from the Texas Department of Transportation for the Trinity Forest Spine Trail Phase V, which connects Dolphin Heights at Terrell Avenue to the north of Parkdale Lake and Lawnview Park to the south.
On June 11, 2025, the City Council authorized an application for the Transportation Alternatives Set Aside Call for Projects Program from the Texas Department of Transportation for the Trinity Forest Spine Trail Phase V, which connects Dolphin Heights at Terrell Avenue to the north of Parkdale Lake and Lawnview Park to the south, by Resolution No. 25-0954.
On August 6, 2026, the Park and Recreation Board authorized an Advance Funding Agreement with the Federal Highway Administration through the Texas Department of Transportation (Agreement No. CSJ: 0918-47-578) for construction of the Trinity Forest Spine Trail (Phase V).
