Authorize a five-year service contract, with two one-year renewal options, for fingerprint based criminal history record checks and security threat assessments for the Department of Aviation - Airport Research and Development Foundation dba Transportation Security Clearinghouse, only proposer - Not to exceed $1,630,839.00 - Financing: Aviation Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This service contract will provide for fingerprint based criminal history record checks and security threat assessments for the Department of Aviation (AVI). This service contract will allow AVI to process fingerprint based criminal history record checks on individuals who work in security sensitive areas and are being issued Love Field Airport identification badges. Transportation Security Administration, in accordance with Federal Aviation Regulation CFR Part 1542, requires each air carrier airport to submit background check information for individuals having unescorted access. Security threat assessments provide access to media through a certified Designated Aviation Channeling solution.
A five-member committee from the following departments reviewed and evaluated the qualifications:
• Dallas Police Department (1)
• Department of Aviation (1)
• Department of Human Resources (1)
• Office of Procurement Services (2)*
*The Office of Procurement Services evaluated cost, local preference, and the Business Inclusion and Development Plan, if applicable.
The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:
• Cost to the City 35 points
• Technical match 20 points
• Functional match 15 points
• Capability and expertise 15 points
• Business Inclusion & Development Plan 15 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The calculated living wage during the solicitation process of this contract is $22.05; the selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 24, 2018, the City Council authorized a five-year service contract, with two one-year renewal options, to process fingerprint based criminal history record checks for all individuals who are issued airport identification badges for the Department of Aviation with Airport Research and Development Foundation, Inc. by Resolution No. 18-1514.
