SUBJECT
Title
Authorize the (1) acceptance of the FY 2027 grant from the Texas Department of Transportation (TxDOT) Aviation Division for TxDOT FY27 Routine Airport Maintenance Program Grant Fund (Grant No. M2718DLEX) in the amount of $100,000.00 for the annual Routine Airport Maintenance Program Project at Dallas Executive Airport to cover 90 percent of anticipated eligible costs or $100,000.00, whichever is less, where the performance period shall be for four years from the date of acceptance; (2) establishment of appropriations in the amount of $100,000.00 in the TxDOT FY27 Routine Airport Maintenance Program Grant Fund; (3) receipt and deposit of funds in the amount of $100,000.00 for reimbursement from TxDOT in the TxDOT FY27 Routine Airport Maintenance Program Grant Fund; (4) reimbursement of Aviation Fund in the amount of $100,000.00; and (5) execution of the grant agreement with TxDOT and all terms, conditions, and documents required by the agreement - Total amount of $100,000.00 - Financing: TxDOT FY27 Routine Airport Maintenance Program Grant Fund

BACKGROUND
The RAMP is a state-assisted airport maintenance program that supports annual maintenance and repairs at Dallas Executive Airport. Eligible activities include maintenance of airport lighting, pavements, markings, signage, drainage, weather and approach systems, utilities, fencing, fuel systems, hangars, terminal facilities, security systems, and related professional services for environmental compliance and project design.
TxDOT will determine eligibility and provide funding for 90 percent of eligible costs, up to a maximum of $100,000.00, whichever is less.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 27, 2021, the City Council authorized acceptance of the FY 2022 grant (Grant No. M2218DLEX) from TxDOT Aviation Division for the RAMP at Dallas Executive Airport; a local cash match for airport maintenance projects; and execution of a grant agreement by Resolution No. 21-1737.
On August 24, 2022, the City Council authorized acceptance of the FY 2023 grant (Grant No. M2318DLEX) from TxDOT Aviation Division for the RAMP at Dallas Executive Airport; a local cash match for airport maintenance projects; and execution of a grant agreement by Resolution No. 22-1188.
On November 8, 2023, the City Council authorized acceptance of the FY 2024 grant (Grant No. M2418DLEX) from TxDOT Aviation Division for the RAMP at Dallas Executive Airport; a local cash match for airport maintenance projects; and execution of a grant agreement by Resolution No. 23-1587.
On October 8, 2024, the City Council authorized an amendment to Resolution No. 23-1587, previously approved on November 8, 2023, to modify the City’s anticipated grant to be at 90 percent of eligible costs or $100,000.00, whichever is less; and to remove the local cash match requirement in the amount of $10,000.00, by Resolution No. 24-1486.
On December 11, 2024, the City Council authorized acceptance of the FY 2025 grant (Grant No. M2518DLEX) from TxDOT Aviation Division for the RAMP at Dallas Executive Airport; to cover 90 percent of anticipated eligible costs or $100,000.00, whichever is less by Resolution No. 24-1752.
