Title
Authorize (1) designation of the Texas Department of Transportation to serve as an agent for the City of Dallas for the purposes of applying, receiving and disbursing all Bipartisan Infrastructure Law Funds and the administration of contracts necessary for implementation of the Airport Layout Plan Update and drainage study narrative at the Dallas Executive Airport; and (2) the City of Dallas to match 10 percent ($95,000.00) of the estimated total project cost of $950,000.00 upon receipt of grant funds - Total amount of $95,000.00 - Financing: Aviation Fund

BACKGROUND
The Bipartisan Infrastructure Law (BIL) provides $15 billion in airport infrastructure funding nationally. The money can be invested in runways, taxiways, safety, and sustainability projects, as well as terminal, airport-transition connections, and roadway projects.
The Department of Aviation’s Dallas Executive Airport is a general aviation airport and must request BIL financial assistance through the Texas Department of Transportation State-Block Grant Program.
The Department of Aviation intends to update the Airport Layout Plan (ALP) Update that has not been revised since 2019 at the Dallas Executive Airport. The ALP Update serves as a critical planning tool that depicts both existing facilities and any planned development for the airport. The ALP Update will capture all airspace, geometry, and infrastructure changes and will include an extensive narrative and comprehensive drainage study. This update is necessary for all future planning at the Dallas Executive Airport.
