Authorize a sixteen-month cooperative purchasing agreement for procurement and travel card services for the City with U.S. Bank, N.A. through the State of Texas Commercial Charge Card Services program - Financing: No cost consideration to the City

BACKGROUND
The City of Dallas currently participates in the State of Texas Commercial Charge Card Services program with CitiBank, N.A through a cooperative agreement for procurement cards and travel cards. The City of Dallas has utilized the State of Texas Commercial Charge Card Services program since 2002. The purpose of the procurement card is to allow for payment of expenses up to a single transaction limit of $3,000 provided the expense is not covered by a master agreement. The purpose of the travel card is to pay for business related travel by City employees and officials. The City receives a rebate for participation in the program based on amounts expended. In FY 2023-24 total expenditures and rebate were approximately $12,727,084.00 and $272,715.00, respectively.
The State of Texas issued a Request for Proposals for a new Commercial Charge Card Services program and awarded contract 946M4-3292 to U.S. Bank, N.A in May 2025. As a result of this change, the City of Dallas will transition to the U.S. Bank, N.A. for procurement cards and travel cards by December 31, 2025. The contract between the State of Texas and US Bank, N.A. expires on March 31, 2027.
The State of Texas Commercial Charge Card Services program cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
