Title
Authorize the (1) application for and acceptance of a grant from U.S Department of Transportation through the Federal Motor Carrier Safety Administration (FMCSA) for the FY2024 High Priority-Commercial Motor Vehicle (HP-CMV) Grant Program (Grant No. 69A3602441559MHP0TX, Assistance Listing No. 20.237) in the amount of $506,102.00 for the purpose of keeping roads safe by providing the Dallas Police Department CMV Squad with intensive and continuous training, new equipment, and overtime benefits in order to conduct safety inspections upon commercial motor vehicles on the roadway for the period September 1, 2024 through September 30, 2026; (2) establishment of appropriations in an amount not to exceed $506,102.00 in the FMCSA FY24 High Priority CMV Grant Fund; (3) receipt and deposit of funds in an amount not to exceed $506,102.00 in the FMCSA FY24 High Priority CMV Grant Fund; and (4) execution of the grant agreement with FMCSA and all terms, conditions, and documents required by the agreement - Not to exceed $506,102.00 - Financing: FMCSA FY24 High Priority CMV Grant Fund

BACKGROUND
DPD’s Traffic Unit currently conducts approximately 300 CMV inspections each year. This grant will provide DPD’s CMV Squad with the ability to conduct a projected total of 3,500 CMV inspections during each of the grant’s two years.
The grant is divided into three projects:
Project 1 will provide for the replacement of old, outdated, and damaged equipment, for training of the CMV Squad as to Level 1, Level 2, and Level 3 CMV inspections, and for overtime pay/benefits for the CMV Squad officers.
Project 2 will focus on Hazardous Materials (“HazMat”) vehicles, to keep highways safe from the dangerous materials within such vehicles. The CMV Squad will concentrate on areas where HazMat trucks are not allowed to travel (such areas include Interstate 30, Interstate 45, and Woodall Rogers Freeway). Officers will stop HazMat trucks travelling on prohibited routes and will conduct inspections, verify that drivers are not in the Drug and Alcohol Clearinghouse, and check for proper CDLs and required paperwork.
Project 3 will provide for continuous education via instructional and training conferences designed to keep the CMV Squad officers fully prepared and knowledgeable, and thus exceptionally effective in their roles.

The Public Safety Committee will be briefed by memorandum regarding this matter on December 9, 2024.
