Authorize a three-year service price agreement in the estimated amount of $2,470,120, with two one-year renewal options in the estimated amount of $1,703,470, as detailed in the Fiscal Information section, for environmental monitoring and engineering consulting services for the Department of Sanitation Services - Stearns, Conrad and Schmidt, Consulting Engineers, Inc. dba SCS Engineers, SCS Field Services, most advantageous proposer of seven - Total estimated amount of $4,173,590 - Financing: Sanitation Operation Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This service price agreement will provide for environmental monitoring and engineering consulting services in support of the Department of Sanitation Services. These services will also include operations at the McCommas Bluff Landfill and transfer stations. Under this agreement, the contractor will provide specialized technical services such as groundwater, landfill gas, and environmental compliance monitoring; engineering analysis and design support; regulatory reporting; and construction quality assurance. These services are necessary to ensure the City’s continued compliance with federal and state environmental regulations, maintain safe and efficient landfill operations, and support long-term planning and infrastructure development. Given the complexity of environmental systems and the need for ongoing, on-call expertise, this contract provides the flexibility to address routine monitoring requirements as well as emerging regulatory, operational, and capital project needs in a timely and cost-effective manner.
A four-member committee from the following departments reviewed and evaluated the qualifications:
• Department of Sanitation Services (2)
• Department of Transportation and Public Works (1)
• Office of Environmental Quality & Sustainability (1)
The committee selected the successful respondent on the basis of demonstrated competence and qualifications under the following criteria:
• Construction/CQA experience 20 points
• Groundwater monitoring and compliance 15 points
• Air quality and landfill gas compliance 15 points
• Staff experience/qualifications 15 points
• Regulatory navigation and reporting 15 points
• Waste cell design experience 10 points
• Leachate systems 10 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The calculated living wage during the solicitation process of this contract is $22.05; the selected vendor meets this requirement.

On September 9, 2020, the City Council authorized a three-year service contract, with two one-year renewal options, for environmental monitoring and consultant services for the Department of Sanitation Services with Stearns, Conrad and Schmidt, Consulting Engineers, Inc. dba SCS Engineers, SCS Field Services by Resolution No. 20-1322.
