Authorize a three-year cooperative purchasing agreement for an Enterprise Architecture Software as a service platform for the Department of Information and Technology Services with SHI Government Solutions, Inc. through The Interlocal Purchasing System cooperative agreement - Not to exceed $321,796.49 - Financing: Data Services (subject to annual appropriations)

BACKGROUND
This cooperative purchasing agreement provides subscription licenses and implementation services to replace the existing on-premise Enterprise Architecture solution and transition to the cloud-based HOPEX Enterprise Architecture platform for the Information Technology Services department. The platform will help the City manage its many technology systems by showing how they connect and identifying outdated or redundant applications. This allows for smarter decisions, cost savings, and reduced technical debt.

The Interlocal Purchasing System agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
