BACKGROUND

 

This cooperative purchasing agreement provides subscription licenses and implementation services to replace the existing on-premise Enterprise Architecture solution and transition to the cloud-based HOPEX Enterprise Architecture platform for the Information Technology Services department. The platform will help the City manage its many technology systems by showing how they connect and identifying outdated or redundant applications. This allows for smarter decisions, cost savings, and reduced technical debt.

                     Improved oversight of technology assets - Helps identify which systems we need and which we can retire.

                     Better planning for future technology - Supports strategic projects and innovation for engagements such as Smart Cities, process automation, and Generative AI.

                     Compliance and security - Meets the latest security standards adopted by the City.

                     Integration with existing IT tools - Works with our current service management system for smoother operations.

 

The Interlocal Purchasing System agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code which authorizes local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

The cooperative purchasing agreement is an alternative method of meeting the requirements for competitive bidding or competitive sealed proposals, not an exception from that requirement
