BACKGROUND

 

This cooperative purchasing agreement will provide for cloud-based software-as-a-service (SaaS) policy management and compliance platform. This agreement includes access for 3,800 users per year and allows Dallas Police Department (DPD) to increase the users should the need arise due to departmental growth.

 

The policy management and compliance platform will allow the Dallas Police Department to modernize administrative and operational functions, improving both internal processes, and the overall performance of the department.  The platform is a comprehensive solution that allows DPD to centralize key documentation and processes, reducing complexity and improving efficiency across the department. This platform enables the creation, management, distribution, and tracking of departmental policies, training classes, training documents, departmental forms, employee reviews, audits, and ensures compliance with accreditation standards while providing a repository of training records, performance reviews, departmental forms, and documentation.

 

Being cloud-based with unlimited storage, the platform eliminates the need for internal server maintenance requirements ensuring DPD users always have access to the latest updates, features, and upgrades without requiring manual intervention. Unlike the current systems, this policy management and compliance platform allows seamless synchronization of data across various functions, facilitating reporting, analytics, and better-informed decision-making for DPD.

 

The Texas Department of Information Resources (Contract: DIR-CPO-5263) cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

The Public Safety Committee will be briefed by memorandum regarding this matter on May 12, 2025.
