Authorize (1) a construction services contract to provide construction to demolish the existing rooftop units, boilers, and air handling units and install ten new rooftop units, two new boilers, five new air handling units, and roof layer replacements to the Dallas Love Field Garage A & B Pedestrian Concourse Heating, Ventilation, and Air Conditioning/Boilers Replacement & Roof Repairs Project - RushCo Energy Specialists, Inc., lowest responsible bidder of two; and (2) an increase in appropriations in an amount not to exceed $1,897,602.12 in the Aviation Construction Fund - Not to exceed $7,199,214.61 - Financing: Aviation Construction Fund

BACKGROUND
The Dallas Love Field Garage A & B Pedestrian Concourse walkway was built in 2004 during the Love-Field Modernization Program. Over the past few years, it has experienced water infiltration issues. The heating, ventilation, and air conditioning system installations on the roof also need to be evaluated for leaks and upgrades. O’Brien Engineering, Inc., engineers assessed the existing condition and provided recommendations on replacement and repairs.
RushCo Energy Specialists, Inc. will demolish the existing rooftop units, boilers, and air handling units and install ten new rooftop units, two new boilers, and five new air handling units. Also, RushCo Energy Specialists, Inc. will be responsible for roof layer replacements.
This action will authorize a construction services contract with RushCo Energy Specialists Inc. for the Dallas Love Field Garage A & B Pedestrian Concourse Heating, Ventilation, and Air Conditioning/Boilers Replacement & Roof Repairs project at Dallas Love Field.

On Mary 24, 2023, the City Council authorized an engineering services contract with O’Brien Engineering, Inc. to provide engineering services for the analysis of Garage A and B pedestrian concourse walkway roof and heating, ventilation, and air conditioning (HVAC) system as well as other HVAC system around the garage/terminal area, correct existing deficiencies, bid phase and construction administration services at Dallas Love Field by Resolution No. 23-0688.
