BACKGROUND

 

This action will authorize a cooperative purchasing agreement for project management and implementation services related to the replacement of the City’s existing Computer-Aided Dispatch (CAD) and Records Management System (RMS).

 

The consulting firm will provide a dedicated, full-time subject matter expert and supporting technical resources to lead the implementation of the City’s integrated CAD, mobile, and RMS solution. Services include project oversight and coordination; milestone tracking; vendor compliance monitoring; oversight of system configuration, data migration, testing, training, and cutover; and post go-live support to ensure successful system deployment.

 

The six-month renewal option will provide extended post go-live support if the City deems necessary.  The awarded consulting team utilizes Project Management Institute (PMI) certified project managers and methodologies and has over 42 years of project management experience.

 

On December 10, 2025, the City Council approved a contract with Freeit Data Solutions, Inc. for a vendor-hosted CAD and RMS system for the Dallas Police Department, Dallas Fire-Rescue Department, and the Department of Municipal Court and Detention Services by Resolution No. 25-1831.

 

 

 

Given the scale, complexity, and compressed implementation timeline of this enterprise public safety system replacement, the City determined that engaging a firm with extensive experience managing large-scale CAD and RMS system conversions for major public safety agencies will help ensure successful and timely implementation.

 

The GSA Advantage cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

On December 10, 2025, the City Council authorized a five-year cooperative purchasing agreement for a vendor-hosted Computer Aided Dispatching and Record Management System for the Dallas Police Department, Dallas Fire-Rescue Department, and the Department of Municipal Court and Detention Services with Freeit Data Solutions, Inc. through the Texas Department of Information Resources cooperative agreement by Resolution No. 25-1831.

Cooperative Purchasing Agreement

Cooperative purchasing agreements enable the City to associate with State agencies, other local governments, or local cooperative organizations comprised of other state and local governments, to leverage market buying power and enable the City to purchase goods or services at lower prices.
