BACKGROUND

 

The Dallas Water Utilities Department (DWU) owns and operates an existing 48-inch diameter water transmission pipeline that provides treated water to several large customers, including Irving and the Dallas-Fort Worth International Airport. The existing pipeline was built in 1972 and a portion of it is located within a 20-foot-wide easement through the City of Irving. Since the pipeline was initially installed, the area has been fully developed with residential improvements, including numerous fences, retaining walls, and backyard improvements crossing the easement. These private improvements, including some encroachments into the existing water pipeline easement, have resulted in insufficient accessibility for maintenance and operation of a portion of the pipeline.

 

The pipeline with the least amount of access has been substantially relocated to the public right-of-way to improve maintenance and operational accessibility. This work was originally part of another construction contract for the full relocation of a 48-inch diameter water transmission pipeline along Ranchview Drive and Ranch Trail in the City of Irving. However, the contractor had several payment disputes with subcontractors, submitted unreasonable payment claims, and unilaterally demobilized from the site without completing the entire work. Despite exhaustive efforts to work with the contractor and surety company, neither has upheld their contractual obligation to complete the work, ultimately prompting the City to terminate the original contract.

 

 

 

In order to complete the relocation of the 48-inch diameter pipeline, it is necessary to utilize the services of a different contractor. The remaining work includes excavation and pipeline installation to allow for the necessary testing, disinfection, and flushing to connect the relocated pipeline to the water system. Three tie-in connections will be necessary at Ranchview Drive and Ranch Trail following successful testing and disinfection of the pipeline. Upon final acceptance and connection of the relocated pipeline, the existing pipeline will be grouted in place.

 

Due to system demands and shutdown restrictions for the DWU water system, the majority of the proposed work needs to be done in winter 2025/2026. This restriction did not provide adequate time to bid the work and necessitated that the work be performed as a change order to an existing pipeline contract. Cost proposals for the work were received from contractors and SYB Construction Company, Inc., provided the lowest proposal. The cost proposal was reviewed and deemed to be a good value for the work to be performed.

 

On December 13, 2023, the City Council authorized a construction services contract with SYB Construction Co., Inc. for the installation of water and wastewater main improvements and extension of water and wastewater mains to unserved areas at 18 locations. This action will authorize an increase in the SYB Construction Co., Inc., contract for additional work to complete the 48-inch diameter water pipeline construction including excavation, pipe installation, testing, tie-ins, grouting of the decommissioned pipeline, and necessary pavement and site restoration.
