BACKGROUND

 

This agreement authorizes a cloud-based video management and analytics platform, Verkada, for the Dallas Police Department. Transitioning to Verkada cameras represents a modernization initiative that addresses operational, compliance, and infrastructure limitations of the current system. The cloud-based architecture reduces City network traffic, provides secure remote access to video evidence, and consolidates multiple analytic tools into one platform. These improvements enhance investigative capabilities, improve efficiency, and reduce recurring hardware and maintenance costs.

 

The platform also introduces advanced analytics, including automated vehicle and crowd detection with real-time alerts, significantly enhancing investigative and operational effectiveness. It will position the Department at the forefront of camera technology, enabling adoption of new capabilities as they are released without requiring additional infrastructure or incurring new costs. The streamlined approach ensures fiscal responsibility while reinforcing the Department’s commitment to innovation and long-term operational resilience.

 

The Department of Information Resources cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
