BACKGROUND

 

The Preston Road and Douglas Avenue Pedestrian and Signal Improvements Project will provide transportation and pedestrian improvements along Preston Road from West Northwest Highway to Walnut Hill Lane and Douglas Avenue from Colgate Avenue to Northwest Highway, including pedestrian crosswalk and accessibility improvements at the Sherry Lane/Douglas Avenue intersection and the Berkshire Lane/Douglas Avenue intersection.

 

This project was approved by the North Central Texas Council of Government’s Regional Transportation Council on April 8, 2021. The City of Dallas is the lead agency implementing the engineering and construction of the Project. Dallas County will provide the City with $450,000.00 to be used for the construction of crosswalk improvements along Douglas Avenue. The Texas Department of Transportation (TxDOT) will provide the City with $1,136,800.00 to be used for the construction of sidewalk improvements along Preston Road and Douglas Avenue.

 

On August 23, 2023, the City of Dallas issued a Request for Qualifications CIZ23-TRN-3039 - Preston Road and Douglas Avenue Pedestrian and Signal Improvements Engineering Services and received one proposal.

 

 

 

If approved, this action will authorize a professional engineering services contract with Criado & Associates, LLC, formerly known as Criado & Associates, Inc. to provide preliminary engineering services; environmental assessment; final engineering/design; plans, specifications, and estimates; and construction documents for the Preston Road and Douglas Avenue Pedestrian and Signal Improvements Project.

 

Coronavirus State and Local Fiscal Recovery Funds are eligible within the Qualified Census Tract areas to improve various intersections to promote the safety of all right-of-way users including motorist, cyclists, and pedestrians.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 23, 2021, the City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.

 

On September 22, 2021, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the American Rescue Plan Act Funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund by Resolution No. 21-1590.

 

On September 28, 2022, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2022-23 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the American Rescue Plan Act Funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund by Resolution No. 22-1480.

 

On August 23, 2023, the City Council authorized a Project Specific Funding Agreement with Dallas County, Transportation - Major Capital Improvement Projects (Project No. 40237), in the amount of $500,000.00 reduced by $50,000.00 for County in-house project delivery costs for a total of $450,000.00, and the total project cost estimate of $1,000,000.00 with the City of Dallas’ portion being $500,000.00, for construction services to improve pedestrian crosswalks and accessibility along Douglas Avenue from Colgate Avenue to Northwest Highway, and specifically at the Sherry Lane/Douglas Avenue intersection and the Berkshire Lane/Douglas Avenue intersection by Resolution No. 23-1136.

 

On August 23, 2023, the City Council authorized an Advance Funding Agreement  with TxDOT for a federal Congestion Mitigation and Air Quality Improvement Program grant (Agreement No. CSJ 0918-47-371, CFDA No. 20.205) as Federal share in the total project cost of $1,531,713.00 which includes $1,136,800.00 in Federal reimbursement for construction, $23,200.00 as Federal participation for direct state costs, $67,213.00 as State participation for indirect state costs, and $304,500.00 ($284,200.00 for construction and $20,300.00 for direct state costs paid to TxDOT prior to construction) as local participation for costs related to the construction of sidewalks along Preston Road from West Northwest Highway to Walnut Hill Lane and Douglas Avenue from Colgate Avenue to Northwest Highway by Resolution No. 23-1138.
