Title

BACKGROUND
In 2013, the City of Dallas completed a Comprehensive Dredge Management Plan to quantify dredging needs across the City. The plan identified ponds and lakes actively managed or included as floodway areas managed by the City or through agreements with homeowners’ associations. The plan determined that 100 sites including lakes, sumps, and retention/detention basins require maintenance dredging and these sites were subsequently classified as high, medium, and low priority based on associated flood risks.
On September 9, 2020, the City Council authorized a professional services contract with Pacheco Koch Consulting Engineers, Inc. to provide engineering services for the investigation, preliminary design, permitting, development of construction plans and specifications, bid phase services and construction observation for dredging improvements at eight sites. Design, permitting, and plans and specifications were completed, and five locations were advertised for construction bids. These locations were determined to be highest priority to be included in the first phase of implementing recommendations from the Comprehensive Dredge Management Plan and funding has been allocated for dredging improvements. The locations include Acres/Grady Detention Basin, Bent Creek Detention Basin, Fox Hollow Lake, Twin Lakes, and Lone Star Detention Basin. Kidd Springs Lake and Keeton Park were also designed and can be included in future dredging contracts administered by Parks and Recreation as funding allows. Fair Oaks was evaluated by Pacheco Koch and determined that dredging would not provide any appreciable flood risk benefit.
This action will authorize a construction services contract with Merrell Bros., Inc. to provide dredging improvements at Acres/Grady Detention Basin, Bent Creek Detention Basin, Fox Hollow Lake, Twin Lakes, and Lone Star Detention Basin. The contract includes dredging the excessive accumulated sediment to enhance stormwater storage capacity as part of the City’s flood management program and restore the original basin functionality including recreation habitat and water quality preservation.
