BACKGROUND

 

The Cotton Belt Regional Trail will run parallel to the Dallas Area Rapid Transit’s (DART) Silver Line, a 26-mile commuter rail line, and will extend from the DART Plano Shiloh Station on the east to the future Dallas-Fort Worth International Airport Through Station on the west. The trail will extend through the Town of Addison, City of Carrollton, City of Coppell, City of Dallas, City of Grapevine, City of Plano, and City of Richardson.

 

DART is managing the three phases of construction of the trail on behalf of the local governments. Sources of funding for each phase of construction include a variety of federal and local match funds. 

 

On May 23, 2023, the North Central Texas Council of Governments (NCTCOG), the Regional Transportation Council (RTC), and DART executed the Cotton Belt Regional Trail Interlocal Agreement which requires the NCTCOG to coordinate the collection of local match funds from participating agencies and transfer such funds to DART to apply to agreed-upon trail construction costs.

 

On July 27, 2023, the NCTCOG Executive Board authorized agreements with the City of Dallas to collect local matching funds for the Cotton Belt Regional Trail to be transferred to DART. The transfer of the City of Dallas funding contributions for construction of the trail will occur with each phase of construction (Phase 2 and Phase 3) as shown in the attached map.

 

If approved, this action will authorize an agreement with NCTCOG to provide $250,000.00 in local match funds for Phase 2 construction of the Cotton Belt Regional Trail to transfer to DART. Future funding for Phase 3 may be needed at a later date.

 

Coronavirus State and Local Fiscal Recovery Funds are eligible within the Qualified Census Tract areas to improve various intersections to promote the safety of all right-of-way users including motorist, cyclists, and pedestrians.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 23, 2021, the City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.

 

On September 22, 2021, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the American Rescue Plan Act Funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund by Resolution No. 21-1590.

 

On September 28, 2022, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2022-23 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the American Rescue Plan Act Funds from the U.S. Department of Treasury for the Coronavirus State and Local Fiscal Recovery Fund by Resolution No. 22-1480.

 

On May 24, 2023, the City Council authorized a resolution to support DART's Detailed Application to the Texas Department of Transportation 2023 Transportation Alternatives Set-Aside Program Call for Projects which included funding to construct segments of the Cotton Belt Trail in the City of Dallas by Resolution No. 23-0699.
