BACKGROUND

 

On November 7, 2017, the City of Dallas voters approved 10 bond propositions for public purposes totaling $1,050,000.00.  Each proposition consisted of individual projects to be funded and completed over a five-year period. Proposition A, Streets and Transportation, accounted for $533,980,000.00.

 

On June 24, 2020, City Council authorized a twenty-four-month contract for the 2020 Sidewalk and Barrier Free Ramp Improvements Program at Various Locations Contract that includes water and wastewater adjustments, in an amount not to exceed $5,456,597.00, by Resolution No. 20-0974.

 

On January 12, 2022, City Council authorized Change Order No 1. to extend the construction services contract an additional twelve months from the original twenty-four month contract, from the original contract period of August 24, 2020 to August 24, 2022, to the extended contract period to August 24, 2023 with Vescorp Construction, LLC dba Chavez Concrete Cutting due to the contractor's outstanding performance and the agreement to continue using the original contract bid rates, in an amount not to exceed $1,364,149.25, increasing the contract amount from $5,456,597.00 to $6,820,746.25, by Resolution No. 22-0137.

 

The Oak Lawn/Cedar Springs Area Sidewalk Improvements (PB17V156) was awarded on the above-mentioned contract for the 2020 Sidewalk and Barrier Free Ramp improvements at Various Locations approved by Resolution No. 20-0974. However, to ensure contract capacity remains the same as a result of the reprogramming of 2017 Bond Funds in an amount not to exceed $500,000.00 from the Oak Lawn/Cedar Springs Area Sidewalk Improvements (PB17V156). It is now recommended to replace the 2017 Bond Funds with Certificate of Obligations Fund to continue to provide sidewalk and barrier free ramp installation paving services for the Sidewalk and Barrier Free Ramp Program.

 

There is a need to reconstruct the alley between Knight Street and Douglas Avenue from Rosewood Avenue to Sylvester Street, and to reconstruct the alley between Cherrywood Avenue and Inwood Road from Vandelia Street to Rawlins Street. Therefore, as requested by Council District 2, the Departments of Public Works (PBW) prepared cost estimates of $159,500.00 to reconstruct the Alley between Knight Street and Douglas Avenue, and $291,000.00 to reconstruct the Alley between Cherrywood Avenue and Inwood Road.

 

This action will authorize the City Manager or his designee to reprogram $500,000.00 from PB17V156 to complete reconstructing the alley between Knight Street and Douglas Avenue from Rosewood Avenue to Sylvester Street, and to reconstruct the alley between Cherrywood Avenue and Inwood Road from Vandelia Street to Rawlins Street; and, to replace the 2017 Bond Funds with Certificate of Obligations Fund to continue to provide sidewalk and barrier free ramp installation paving services for the Sidewalk and Barrier Free Ramp Program. The original project, which addresses the Oak Lawn/Cedar Springs Area Sidewalk Improvements (PB17V156), will be cancelled.

FISCAL INFORMATION

 

This action has no cost consideration to the City. While this item, which is the reprogramming of funds, does not have a cost consideration, the projected cost of this reprogramming is $500,000.00.
