Title
Authorize (1) an agreement with the Texas Department of Transportation (TxDOT) through a grant from the U.S. Department of Transportation Federal Highway Administration for the 2021 Highway Safety Improvement Program in the amount of $650,943.62 to provide cost reimbursement for material and labor incurred by the City related to the construction of traffic signal at the following six locations: State Loop (SL) 12 (South Great Trinity Forest Way) at Wadsworth Drive (0581-01-164), West Davis Street at North Westmoreland Road (0918-47-402) West Illinois Avenue at Knoxville Street (0918-47-407), West Illinois Avenue At South Westmoreland Road (0918-47-409), South Beckley Avenue at East Saner Avenue (0918-47-413), and South Westmoreland Road at West Wheatland Road (0918-47-419) (Agreement No. CSJ 0581-01-164, etc., Assistance Listing No. 20.205); (2) the establishment of appropriations in the amount of $650,943.62 in the HSIP Six Intersections - Nov 2024 Fund; and (3) the receipt and deposit of funds in the amount of $650,943.62 in the HSIP Six Intersections - Nov 2024 Fund - Total amount of $650,943.62 - Financing: HSIP Six Intersections - Nov 2024 Fund

BACKGROUND
TxDOT is reconstructing six traffic signals and associated off-system intersection improvements at the following six locations: SL 12 (South Great Trinity Forest Way) at Wadsworth Drive (0581-01-164), West Davis Street at North Westmoreland Road (0918-47-402) West Illinois Avenue at Knoxville Street (0918-47-407), West Illinois Avenue At South Westmoreland Road (0918-47-409), South Beckley Avenue at East Saner Avenue (0918-47-413), and South Westmoreland Road at West Wheatland Road (0918-47-419). The traffic signal improvements at the intersections will include removal of existing traffic signals and replacing them with new traffic signals; pedestrian and Americans with Disabilities Act related improvements; and other related construction.
On-System Intersections (identified on the High-Injury Network in the Vision Zero Action Plan):
• State Loop (SL) 12 (South Great Trinity Forest Way) at Wadsworth Drive (0581-01-164) (CD 4, 8)
Off-System Intersections:
• West Davis Street at North Westmoreland Road (0918-47-402) (CD 1)
• West Illinois Avenue at Knoxville Street (0918-47-407) (CD 1, 3)
• West Illinois Avenue at South Westmoreland Road (0918-47-409) (CD 1, 3)
• South Beckley Avenue at East Saner Avenue (0918-47-413) (CD 4)
• South Westmoreland Road at West Wheatland Road (0918-47-419) (CD 3)
To remain consistent with other equipment in the City-wide system, the City of Dallas will provide a controller, cabinet, radar detection equipment, traffic signs, and battery backup equipment for the project. TxDOT will reimburse the City for material and labor costs.
