Title
Authorize the (1) acceptance of a grant from the U.S. Department of Homeland Security Federal Emergency Management Agency (FEMA) through the Texas Division of Emergency Management (TDEM) for the Legislative Pre-Disaster Mitigation Program FY2024 (FEMA Award ID No. EMT-2024-PD-0003, TDEM Project No. LPDM-PJ-06-TX-2024-007, Assistance Listing No. 97.047) for the purchase and installation of an emergency power generator at Kiest Recreation Center, located at 3081 South Hampton Road, in the amount of $659,639.93 of which the State’s portion is $494,729.94 (75 percent) to be provided by the TDEM FY24 Legislative Pre-Disaster Mitigation Program Grant Fund, the local match portion is $164,909.99 (25 percent) to be provided by the General Fund, and the State’s reimbursement to the City of Dallas in an amount not to exceed $494,729.94 for the period September 19, 2024 through September 18, 2027; (2) establishment of appropriations in an amount not to exceed $494,729.94 in the TDEM FY24 Legislative Pre-Disaster Mitigation Program Grant Fund; (3) receipt and deposit of funds in the amount not to exceed $494,729.94 into the TDEM FY24 Legislative Pre-Disaster Mitigation Program Grant Fund; (4) local cash match in an amount not to exceed $164,909.99 from the General Fund; and (5) execution of the grant agreement with TDEM and all terms, conditions and documents required by the agreement - Total amount not to exceed $659,639.93 - Financing: TDEM FY24 Legislative Pre-Disaster Mitigation Program Grant Fund ($494,729.94), and General Fund ($164,909.99) (subject to annual appropriations)

BACKGROUND
The TDEM administers the Legislative Pre-Disaster Mitigation Program. Funding for this program comes from Department of Homeland Security Federal Emergency Management Agency. The eligibility review for this grant program includes having a Hazard Mitigation Plan and recognition from the State Emergency Response Commission. A 1:4 match to the funding is required and will be met through the Park and Recreation General Fund.
Kiest Recreation Center is situated in the southeast part of Kiest Park and was built in 1976 and expanded in 1988. Kiest Park is in a central portion of southern Dallas. The recreation center includes a gymnasium, a large community meeting room and small community meeting room. This project will help provide much-needed improvements to the facility to better serve southern Dallas. The generator will provide backup power to the recreation center, which will allow it to serve as a warming and cooling center for the surrounding community during extreme weather events. The recreation center will keep regular hours during the construction period.
