Authorize a two-year Interlocal Agreement with Dallas County as its Health Authority in providing essential public health services for the City of Dallas for the period October 1, 2025 through September 30, 2027 - Not to exceed $20,000.00 - Financing: General Fund

BACKGROUND
This agreement is for the professional services of the County to act on behalf of the City of Dallas as its Health Authority for the purposes reflected in the Contract, in providing essential public health services. Dallas County Health and Human Services further agrees to provide the services of its Medical Director, to act in the capacity of the City's Health Authority.
Additionally, we propose including the following language to the new contract: The County will be the Health Authority for all of the city of Dallas regardless of those area of the city that are within another county. The County will coordinate all efforts with those County Health Departments that cover City of Dallas outside of Dallas County and will ensure any actions, including the collection or recording of data, are consistent throughout all the city of Dallas.
Under this agreement, the City shall pay the County an amount not to exceed $20,000.00 per 24 months, at a rate of $10,000.00 per year, for services described in the Contract.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 22, 2021, the City Council authorized Dallas County to act as the Health Authority for the city of Dallas from October 1, 2021 through September 30, 2023.
On August 23, 2023, the City Council authorized Dallas County to act as the Health Authority for the city of Dallas from October 1, 2023 through September 30, 2025.
