Authorize a construction services contract for (1) a twelve-month master agreement for water and wastewater small services installations in the amount of $7,799,461.75; (2) the installation of water and wastewater mains at four locations in the amount of $2,533,711.00 (list attached to the Agenda Information Sheet); and (3) a twelve-month master agreement for water and wastewater main extensions and emergency main installations and relocations at various locations in the amount of $3,361,257.05 - Total not to exceed $13,694,429.80 - Omega Contracting, Inc., lowest responsible bidder of two - Financing: Wastewater Construction Fund ($4,983,909.10), Water Construction Fund ($4,601,864.40), Wastewater Capital Improvement F Fund ($3,588,308.90), and ECO (I) Fund (2017 General Obligation Bond Funds) ($520,347.40)

BACKGROUND
Part One of this action, in the amount of $7,799,461.75, consists of a small services 12-month master agreement for the installation of 3/4 inch to 2-inch water services and 6-inch wastewater connections, as requested by the Development Services Department, upon issuance of a permit to the property owner. The fees collected to provide these services will be applied to future small services agreements.
Part Two of this action, in the amount of $2,533,711.00, includes the installation of a 20-inch gate valve, approximately 50 linear feet of 6-inch and 400 linear feet of 8-inch water mains, and the installation of approximately 800 linear feet of 8-inch, 220 linear feet of 12-inch, and 960 linear feet of 18-inch wastewater mains. The existing water and wastewater mains were built between 1940 and 1955. These mains are contributing to an increase in maintenance costs as well as service interruptions. The installation of the proposed segments will improve the capacity of the water and wastewater systems and reduce maintenance costs.
A portion of the Part Two work consists of the construction of approximately 600 linear feet of 18-inch wastewater mains to increase the wastewater capacity of a 135.5-acre sewershed serving approximately 523 properties (thereby facilitating and promoting increased economic development) in the north Oak Cliff area generally bounded by West 10th Street, North Tyler Street, West Neely Street, and North Zang Boulevard. The wastewater mains to be replaced and upsized in this area will be located within Zang Boulevard, West 7th Street, and North Beckley Avenue. A portion of the funding for the wastewater mains to be replaced and upsized in this area is sourced from 2017 General Obligation Bond Funds (Economic Development/Housing Proposition I - Council District 1 allocation).
Part Three of this action, in the amount of $3,361,257.05, includes water and wastewater main extensions and consists of a 12-month master agreement in support of small services that may require extension of the existing main. Also included are water and wastewater emergency main replacements and relocations, which will allow for quick response in support of Dallas Water Utilities’ operations.
