Title
Authorize (1) a three-year service price agreement for the maintenance and repair of butterfly valve actuators for the Dallas Water Utilities Department - Municipal Valve & Equipment Company, Inc. in the estimated amount of $772,000.00 and Machining & Valve Automation Services, LLC dba MVA Services in the estimated amount of $707,000.00; and (2) a three-year master agreement for the purchase of butterfly valves, parts and actuators for the Dallas Water Utilities Department - Mueller Water Products, Inc. dba Echologics LLC, Mueller Co LLC, Henry Pratt Company, LLC in the estimated amount of $523,500.00, J&S Valve, Inc. in the estimated amount of $435,000.00, and Macaulay Controls Company in the estimated amount of $59,400.00, lowest responsible bidders of five - Total estimated amount of $2,496,900.00 - Financing: Dallas Water Utilities Fund ($2,386,900.00) and Stormwater Drainage Management Fund ($110,000.00) (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of these agreements is to establish firm pricing for services and goods, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amounts are intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under these agreements.
These agreements will provide actuator repair services and the purchase of butterfly valves, parts, and actuators for the Dallas Water Utilities Department. Butterfly valves are used to control the flow of water within water treatment facilities. Services provided for the actuators shall include troubleshooting, removal, installation, repairs on failed equipment, or the replacement thereof.
The master agreement will provide replacement valves, plant control process valves, and valves for new installation of water transmission lines for water treatment plants. Certain valves will be used to isolate sections of the water/wastewater system to allow repairs to existing water mains and to permit additional construction. Butterfly valves range in size from 6” to 96” with the larger valves requiring additional production time. In some applications butterfly valves need to be electronically automated remotely, therefore, an actuator is attached.
The Dallas Water Utilities Department distributes an average of 400 million gallons of treated water and 160 million gallons of wastewater daily.
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The calculated living wage during the solicitation process of this contract is $22.05; the selected vendors meet this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 25, 2022, the City Council authorized (1) a three-year service price agreement for the maintenance and repair of butterfly valve actuators for the Water Utilities Department with Machining and Valve Automation dba MVA Services, Inc. and (2) a three-year master agreement for the purchase of butterfly valves, parts and actuators for the Water Utilities Department with Municipal Valve & Equipment Company, Inc, Mueller Co., LLC and Macaulay Controls Company by Resolution No. 22-0808.
