Title
Authorize a nine-month to eleven-month subrecipient agreement with Transition Resource Action Center, in an amount not to exceed $211,013.00, for engagement, housing, and providing of eligible supportive services to unaccompanied young adults twenty-four years of age and younger for the Office of Housing and Community Empowerment - Not to exceed $211,013.00 - Financing: FY 2026 TDHCA-Homeless Housing and Services Program 25-26 Fund

BACKGROUND
The Office of Procurement Services issued solicitation No. BCZ25-00027916 on May 29, 2025, and received eleven proposals. On November 12, 2025, the City Council rejected all proposals. Following the City Council direction, OHCE issued a Notice of Funding Availability (NOFA) on January 30, 2026, to better align services with program priorities and operational needs.
Eleven proposals were received and evaluated in accordance with applicable requirements detailed in the NOFA. Transition Resource Action Center (TRAC) received the highest score based on demonstrated competence, qualification, and cost, and is recommended for the award.
The recommended vendor will provide housing and supportive services to unaccompanied youth twenty-four years of age and younger who are experiencing homelessness. TRAC’s program activities are delivered through an integrated service model that blends street outreach, low-barrier drop-in engagement, intensive case management, and housing navigation to ensure continuity of care from first contact through stabilization. The total number of unduplicated youth-headed households targeted to be served annually across all program components - street outreach, day/night shelter and case management is 240.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On August 13, 2025, the City Council authorized the acceptance of a grant from the Texas Department of Housing and Community Affairs in the total amount of $980,424.00 to provide services to the homeless through the Homeless Housing and Services Program, with $211,013.00 set aside for youth homelessness by Resolution No. 25-1226.

PROCUREMENT INFORMATION
OHCE issued a NOFA (“Youth Homeless and Housing Services Program Texas Department of Community Affairs Funds”) on January 30, 2026. In addition to sending email notifications to vendors registered under the relevant commodity codes, OHCE personally contacted all respondents to the first solicitation and advised them of the NOFA.
A four-member committee from the following departments reviewed and evaluated the proposals:
• Office of Housing and Community Empowerment 2
• Office of Budget and Management Services 1
• Office of Economic Development 1
The committee selected the successful respondent based on demonstrated competence and qualifications under the following criteria:
• Organization Capacity and Experience 25 points
• Approach/Programming Work Plan 40 points
• Evaluation Plan 20 points
• Cost and Budget 20 points
• State Registration 5 points
• Insurance 5 points
• Audits and Bank Statements 25 points

OHCE received eleven proposals in response to the NOFA issued on January 30, 2026. Following the committee’s evaluation, staff recommend that the City Council award the subrecipient agreement in its entirety to TRAC.
