BACKGROUND
The purpose of a master agreement is to establish firm pricing for goods, for a specific term, which are ordered on an as needed basis. This action does not encumber funds. This master agreement will be used for the purchase of wholesale restaurant food products for subsequent retail sales by the City of Dallas at Bahama Beach Waterpark, nine aquatic centers and nine community pools.
Due to the volatile pricing schedule associated with wholesale concession restaurant food products, the City has limited options of vendors that can provide fixed pricing schedules for items purchased during a three-year contract term. As a result, Sysco USA 1 dba, Sysco North Texas has been selected due to their ability to hold product pricing firm via a percentage discount not subject to price fluctuation. In addition, the vendor has the infrastructure and capacity to meet the City’s demand for concession food products during the busy summer aquatic season.
Food products will be purchased during the summer aquatic season on an as-needed basis. All food products requested will be used for the purpose of providing food and beverage concession services to City of Dallas patrons in attendance at participating aquatic venues and facilities.

On March 20, 2025, the Park and Recreation Board approved a three-year master agreement for the purchase of wholesale restaurant food products for subsequent retail sale by the City of Dallas at Bahama Beach Waterpark, nine aquatic centers and nine community pools for the Park & Recreation Department with Sysco USA 1, Inc. dba Sysco North Texas.
