Title
Authorize an amendment to the existing agreement with Andy Frain Services, Inc., originally established through Administrative Action No. 25-6392, to (1) extend the agreement term for the period of September 16, 2025 through November 14, 2027, and (2) increase the contract amount by $3,519,798.00, from $100,000.00 to $3,619,798.00 for continued security services at Fair Park and on an as-needed basis during events - Not to exceed $3,519,798.00, from $100,000.00 to $3,619,798.00 - Financing: Fair Park Fund (subject to annual appropriations)

BACKGROUND
On September 16, 2025, the City of Dallas terminated the agreement with Fair Park First (FPF) providing for the management and operation of Fair Park for the Park & Recreation Department (PKR). With the termination of the FPF agreement, all FPF contracts, including service agreements executed by FPF, and not assumed by the Director of PKR, were also terminated.
PKR assumed the Andy Frain Services, Inc. agreement effective September 16, 2025, and by Administrative Action authorized an initial $100,000.00 to facilitate the uninterrupted 24-hour security at Fair Park, as well as additional security needs for any events held throughout Fair Park, including the Cotton Bowl, pending the PKR submittal of additional appropriations for the remaining two years. Andy Frain Services, Inc. also provides event personnel such as ushers and ticket takers and coordinates with Emergency Medical Services and the Dallas Fire Department for security planning on events held at Fair Park.
This proposed two-year agreement will give PKR the ability to continue to provide security services at Fair Park, while developing appropriate specifications for a future Request for Proposal.
