Authorize a five-year service price agreement for specialized training for Dallas Fire-Rescue Department through an interlocal agreement with Texas A&M Engineering Extension Service - Estimated amount of $275,000.00 - Financing: General Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This service price agreement will allow for specialized training for Dallas Fire-Rescue Department (DFD) from Texas A & M Engineering Extension Service (TEEX), a state agency.
DFD’s Special Operation Bureau includes a highly specialized Urban Search and Rescue tactical operation division that require specific training for certification. Training areas include structural collapse, ropes rescue, confined space, trench rescue, technical search, vehicle machinery, logistic specialist, medical specialist, and task force leadership.
TEEX operates a comprehensive emergency preparedness and infrastructure training campus, which includes facilities for hands-on training. Courses are conducted by certified instructors, specializing in their respective fields. TEEX offers on-site, customized training and services to municipalities and public agencies across the globe. Home to the National Emergency Response and Rescue Training Center, TEEX also sponsors the Texas Task Force 1 Urban Search and Rescue Team. A state extension training agency, TEEX is part of the Texas A & M University System.
The interlocal agreement with TEEX is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 8, 2023, the City Council authorized a three-year service contract for specialized training for Dallas Fire-Rescue and Water Utilities Department with Texas A & M Engineering Extension Service through an Interlocal Agreement with Texas A & M Engineering Extension Service by Resolution No. 23-0385.
