BACKGROUND

 

This acquisition contract will provide equipment, parts, and labor necessary to outfit the Dallas Police Department’s (DPD) new Airbus H125 helicopter with public safety technology essential for law enforcement operations. The upfit will ensure the aircraft is fully mission-ready and interoperable with the City’s existing fleet, supporting DPD’s day-to-day aerial response across patrol, surveillance, and tactical operations.

 

The equipment installed through this contract includes, but is not limited to, an upgraded digital camera system, video camera recorder, mapping system, tactical radio integration, and related mounting and cabling components. These enhancements are critical to maintaining real-time situational awareness, supporting ground units, and ensuring the helicopter can perform effectively in high-demand environments. The selected configuration aligns with the operational standards of DPD’s Helicopter Unit and reflects best practices in law enforcement aviation.

 

This upfit supports the City’s broader investment in public safety infrastructure and complements the recent purchase of the Airbus H125 aircraft. Together, these actions strengthen DPD’s ability to provide uninterrupted aerial coverage, improve officer safety, and enhance response capabilities citywide.

 

The General Service Administration cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On October 22, 2025, the City Council authorized the purchase of one new Airbus H125 helicopter for the Dallas Police Department with Helicopter Services, Inc. by Resolution No. TBD.

 

The Public Safety Committee was briefed regarding this matter on November 10, 2025.
