Authorize the ratification of an emergency change order to the work order for roof replacement at the Dallas Municipal Court located at 2014 Main Street with Brown and Root Industrial Services, LLC under the existing job order services contract, previously approved on March 8, 2023, by Resolution No. 23-0355, to include emergency protective measures in response to interior flooding caused by a severe rain event on July 9, 2025 – Not to exceed $9,996.00 – Financing: Capital Construction Fund

BACKGROUND
The Department of Facilities and Real Estate Management is currently undertaking a roof replacement project at Dallas Municipal Court building located at 2014 Main Street The work is being executed through a work order under the existing job order services contract, previously approved on March 8, 2023, by Resolution No. 23-0355, for construction services with Brown and Root Industrial Services, LLC.
On July 9, 2025, the Dallas area experienced a heavy rain event which caused interior flooding to the building. In response to this incident, emergency protective measures were implemented as part of the ongoing roof replacement project to prevent further water intrusion and minimize additional damage. The original work order was $460,657.00. During initial project planning, it was determined that the proposed insulation system needed modification to improve slopes for better roof drainage. A change order for $37,508.00 was issued, bringing the job order total to $498,165.00. On July 9, an emergency change order amounting to $9,996.00 was executed, raising the total project cost to $508,161.00 exceeding the $500,000.00 threshold that requires the City Council approval.
The change order had to be executed immediately to mitigate further damage to the City property and minimize the impact on the operations of the Courts facility. The added scope included removing areas of existing roof that were damaged during the storm and installing temporary roofing to prevent water infiltration during anticipated rain events.

On March 8, 2023, the City Council authorized a two-year contract, with three one-year renewal options with Brown and Root Industrial Services, LLC for job order services for minor construction, repairs, alterations, and improvements by Resolution No. 23-0355.
The City Council was briefed by memorandum regarding this matter on September 5, 2025.
