Authorize Supplemental Agreement No. 3 to the professional services contract with Bridgefarmer & Associates, Inc. to provide additional engineering services for South Ewing Avenue from Interstate Highway 35 East (IH-35E) to East Clarendon Drive, and East Clarendon Drive from South Ewing Avenue to Upton Street - Not to exceed $282,660.00, from $1,460,561.20 to $1,743,221.20 - Financing: 2024B Certificates of Obligation Fund ($261,060.00) and Water Capital Improvement G Fund ($21,600.00)

BACKGROUND
This project will widen South Ewing Avenue from Interstate Highway 35 East (IH-35E) to East Clarendon Drive from a two-lane undivided roadway to a four-lane undivided roadway with concrete pavement, curb and gutter, sidewalks, bicycle facilities, drainage, water and wastewater utilities, and raise the bridge two feet above the 100-year base flood elevation of Cedar Creek.
This project will also reconstruct East Clarendon Drive from South Ewing Avenue to Upton Street with new concrete pavement, curb and gutter, sidewalks, drainage, water and wastewater utilities, and raise the bridge two feet above the 100-year base flood elevation of Cedar Creek.
On April 10, 2019, the City Council authorized a professional services contract with Bridgefarmer & Associates, Inc., to provide engineering design of a thoroughfare improvement project on South Ewing Avenue from Interstate Highway 35E to East Clarendon Drive by Resolution No.19-0493.
During the design of the Ewing Avenue project, a drainage study and analysis was performed to determine the necessary drainage improvements near the intersection of Ewing Avenue and Clarendon Drive. The study concluded that the intersection was below the Cedar Creek 100-year base flood elevation. The engineer will design a new bridge or culvert over the Cedar Creek crossing of Ewing Avenue and Clarendon Drive to raise the roadways and the intersection above the 100-year base flood elevation. Consequently, it was necessary to include the Clarendon Drive project as part of the Ewing Avenue design contract. In addition, due to the drainage improvements to Cedar Creek, it was necessary to include environmental engineering services.
On May 13, 2020, the City Council authorized Supplemental Agreement No. 1 to the professional services contract with Bridgefarmer & Associates, Inc. to provide engineering services for paving, drainage, curb and gutter, sidewalks, and water and wastewater improvements on East Clarendon Drive from South Ewing Avenue to Upton Street and to provide additional environmental engineering services for South Ewing Avenue from IH-35E to East Clarendon Drive by Resolution No. 23-0293.
During the design of Ewing Avenue and Clarendon Drive, it was determined that due to the grade changes of the roadway, a detailed phasing and traffic control plan was needed.
On February 22, 2023, the City Council authorized Supplemental Agreement No. 2 to the professional services contract with Bridgefarmer & Associates, Inc., to provide additional engineering design services on East Clarendon Drive from South Ewing Avenue to Upton Street and on South Ewing Avenue from lH-35E to East Clarendon Drive.
During the design, it was determined that it was necessary to reduce the buffer in the parkway area to lessen the impact on the Dallas Zoo surface parking and to reduce the bridge width. It was also determined that it was necessary to increase the bridge length to lower the stream velocity to reduce erosion. Additional design revisions are needed due to coordination with two adjacent proposed developments and with the Dallas Zoo entrance and parking restoration.
This action will authorize Supplemental Agreement No. 3 to the professional services contract with Bridgefarmer & Associates, Inc., to provide additional engineering services for South Ewing Avenue from IH-35E to East Clarendon Drive, and East Clarendon Drive from South Ewing Avenue to Upton Street.

On April 10, 2019, the City Council authorized a professional services contract with Bridgefarmer & Associates, Inc., to provide engineering design of a thoroughfare improvement project on South Ewing Avenue from Interstate Highway 35E to East Clarendon Drive, in an amount not to exceed $883,331.78, by Resolution No. 19-0493.
On May 13, 2020, the City Council authorized Supplemental Agreement No. 1 to the professional services contract with Bridgefarmer & Associates, Inc., to provide engineering services for paving, drainage, curb and gutter, sidewalks, and water and wastewater improvements on East Clarendon Drive from South Ewing Avenue to Upton Street and to provide additional environmental engineering services for South Ewing Avenue from lH-35E to East Clarendon Drive, in an amount not to exceed $345,249.42, increasing the contract from $883,331.78 to $1,228,581.20, by Resolution No. 20-0717.
On February 22, 2023, the City Council authorized Supplemental Agreement No. 2 to the professional services contract with Bridgefarmer & Associates, lnc. to provide additional engineering design services on East Clarendon Drive from South Ewing Avenue to Upton Street and on South Ewing Avenue from lH-35E to East Clarendon Drive, in an amount not to exceed $231,980.00, increasing the contract amount from $1,228,581.20 to $1,460,561.20, by Resolution No. 23-0293.
