BACKGROUND

 

On August 24, 2022, the City Council authorized a construction services contract with Douglas Dailey Construction, LLC, for the installation and rehabilitation of water and wastewater mains at 15 locations, in an amount not to exceed $10,985,770.00. The original scope of work included the installation of approximately 25,660 feet of water and wastewater mains ranging from 4-inch to 12-inch in diameter. After award of the contract, Dallas Water Utilities (DWU) experienced a significant failure of the wastewater main in the alley between Clydedale Drive and Kendale Drive from Community Drive southwest in November 2022 due to corrosion of the existing concrete pipe. Following this failure, adjacent wastewater pipelines were inspected by DWU and found to be in a similar condition as the failed pipe and on the brink of failure. Since Douglas Dailey Construction, LLC was working nearby on other wastewater improvements, DWU approached Douglas Dailey and they provided a reasonable cost proposal to complete additional wastewater main replacements to address the failed pipe and adjacent pipes in similar condition.

 

This action will authorize an increase in the construction services contract with Douglas Dailey Construction, LLC for additional wastewater pipeline improvements at five locations. The locations include (1) alley between Clydedale Drive and Kendale Drive from Community Drive southwest, (2) alley between Clydedale Drive and Storey Lane from alley east of Geraldine Drive southwest, (3) alley between Kendale Drive and Lanoue Drive from Community Drive southwest, (4) alley between Community Drive and Lanoue Drive from Community Drive southwest, and (5) alley between Lanoue Drive and Overlake Drive from alley south of Kendale Drive northwest. The work consists of the replacement of approximately 8,041 feet of additional wastewater mains, including the installation of approximately 6,883 feet of 8-inch and 1,158 feet of 12-inch wastewater mains. An additional 60 days will also be added to the contract.

 

The existing wastewater mains were built in 1947 and have experienced failure or failure has been determined to be imminent without further action due to deteriorated conditions. The installation of the proposed segments will improve the capacity and operation of the wastewater system by reducing inflow and infiltration, reducing maintenance costs, and minimizing service interruptions and sanitary sewer overflows in the area.
