Authorize Supplemental Agreement No. 2 to exercise the second of two, one-year renewal options for the period October 1, 2026 through September 30, 2027 to the following contracts, approved as to form by the City Attorney: (1) The Salvation Army North Texas Area Command in an amount not to exceed $323,541.36, from $588,935.36 to $912,476.72, (2) the Bridge Steps dba The Bridge in an amount not to exceed $214,073.66, from $439,673.66 to $653,747.32; and (3) Austin Street Center in an amount not to exceed $149,124.98, from $302,500.98 to $451,625.96 for emergency shelter services for the homeless - Total not to exceed $686,740.00 - Financing: FY 2026-27 Emergency Solutions Grant Fund (subject to annual appropriations)

BACKGROUND
On April 19, 2024, the Office of Procurement Services received seven proposals from a Request for Proposal (RFP) (BCZ24-00024374) funded under the Emergency Solutions Grant (ESG) for emergency shelter services for the homeless, and following the evaluation process, recommended to award to the most advantageous proposals.
On September 11, 2024, the City Council authorized a one-year contract, with two one-year renewal options for emergency shelter services for the homeless with The Salvation Army North Texas Area Command, Bridge Steps dba The Bridge, and Austin Street Center by Resolution No. 24-1292.
On September 24, 2025, the City Council authorized Supplemental Agreement No. 1 to exercise the first of two twelve-month renewal options to the contracts for emergency shelter services for the homeless with The Salvation Army North Texas Area Command in the amount of $323,541.36, Bridge Steps dba The Bridge in the amount of $214,073.66, and Austin Street Center in the amount of $149,124.98, by Resolution No. 25-1524.
These contracts provide for emergency shelter services for the homeless. Grant funding for these contracts provides programming to support the homeless response system by improving the number and quality of emergency shelters for homeless individuals and families. Additionally, these contracts assist organizations in operating homeless shelters and providing essential services to shelter residents. This program may also provide funds to provide emergency shelter services during inclement weather.
