Title
Authorize an agreement with Housing Forward f/k/a Metro Dallas Homeless Alliance, as a sole source, for homeless management information system data management services for a term of thirty-two months from January 24, 2024 through September 30, 2026 - Not to exceed $904,362.88 - Financing: General Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds. The purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed.
This service price agreement will provide for homeless management information system data management for the Office of Homeless Solutions (OHS). OHS has intensified its efforts to assist persons experiencing homelessness as well as reduce the impact of homelessness in the City by providing data management services in a collaborative effort with partner organizations, the Continuum of Care and Housing Forward f/k/a Metro Dallas Homeless Alliance (Housing Forward).
The homeless management information system (HMIS) is a local information system used to collect client level data on the provision of housing and services to persons at risk or experiencing homelessness for reporting purposes and is the only system recognized by Housing and Urban Development (HUD) for data collection and reporting.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The calculated living wage during the solicitation process of this contract is $18.24. The selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On April 26, 2017, the City Council authorized a Memorandum of Understanding with Housing Forward f/k/a Metro Dallas Homeless Alliance (Housing Forward) for continued participation in the local Homeless Management information System (HMIS), effective April 1, 2017, a Subscription Services Agreement with Pieces Technology, lnc., for use of the Pieces lris software solution being implemented by Housing Forward as the new HMIS, effective April 1, 2017; and execution of any and all documents required for participation in the HMIS by Resolution No. 17-0713.
On February 26, 2020, the City Council authorized a contract for data management services with Housing Forward, as a sole source, by Resolution No. 20-0359. The data management and analysis services were initially procured via sole source as it is designated as the lead agency for the local Continuum of Care for Dallas and Dallas counties, through a memorandum of understanding with the TX-600 Continuum of Care Board, as recognized by the U.S. Department of Housing and Urban Development.
