BACKGROUND

 

Since 1967, the City of Dallas has worked with the TCEQ and its predecessor agencies to support clean air monitoring and enforcement of air quality regulations through a set of renewing contracts for services. There are currently three contracts under which TCEQ funds the City’s Ambient Air Monitoring Group to monitor local air quality and to purchase and maintain necessary equipment.

 

This action addresses Contract No. 582-21-22370 which ensures the monitoring of biological contamination that could be associated with a bioterrorist attack on Dallas County. TCEQ supports the Department of Homeland Security National Whole Air Monitoring Network which began in February 2003 in Texas. TCEQ in turn, contracts with the City to operate the Whole Air Monitoring Network of whole air samplers at various locations throughout Dallas County. Authorization of this contract will allow the City to accept TCEQ funds for the period of September 1, 2025, to July 31, 2026, and enable the City to continue the Whole Air Monitoring Program. TCEQ reimburses the City of Dallas 100 percent of the cost associated to maintain the program.

 

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On April 28, 2021, the City Council authorized the acceptance of a grant from the Department of Homeland Security passed through the Texas Commission on

 

Environmental Quality (TCEQ) for the Whole Air Monitoring Program for the period of May 1, 2021, to August 31, 2022, by Resolution No. 21-0699.

 

The Environmental Commission was briefed on the “City of Dallas Regulated Air Quality Programs” on February 11, 2022.

 

On March 7, 2022, the Environment & Sustainability Committee was briefed on the “Regulatory Air Quality Program” and the “Non-Regulatory Air Quality Programs.”

 

On August 10, 2022, the City Council authorized the acceptance of a grant from the Department of Homeland Security passed through the Texas Commission on Environmental Quality (TCEQ) for the Whole Air Monitoring Program for the period of September 1, 2022, to August 31, 2023, by Resolution No. 22-1111.

 

On August 9, 2023, the City Council authorized the acceptance of a grant from the Department of Homeland Security passed through the Texas Commission on Environmental Quality (TCEQ) for the Whole Air Monitoring Program for the period of September 1, 2023, to August 31, 2024, by Resolution No. 23-1058.

 

On August 14, 2024, the City Council authorized the acceptance of a grant from the  Department of Homeland Security passed through the Texas Commission on Environmental Quality (TCEQ) for the Whole Air Monitoring Program for the period of September 1, 2024, to May 31, 2025, by Resolution No. 24-2141.

 

On July 14, 2025, the Texas Commission on Environmental Quality authorized the sixth amendment to the Whole Air Monitoring Contract No. 582-21-22370 granting a 60-day extension of the FY25 contract.
