Authorize (1) Supplemental Agreement No. 1 to the service contract with Andrews Building Service, Inc. to amend the scope of services to remove janitorial services (Group 2) in an amount not to exceed ($834,851.55) to decrease the contract amount from $1,479,382.29 to $644,530.74; and (2) a three-year service contract with Marsden South, LLC for janitorial services (Group 2) in an amount not to exceed $1,632,749.76, with two one-year renewal options in amounts not to exceed $544,249.92 and $544,249.92, a total amount not to exceed $2,721,249.60 for the Department of Aviation, most advantageous proposer of twenty-nine - Total not to exceed $1,886,398.05 - Financing: Aviation Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services for a specific term, which are ordered on an as needed basis.
This action will amend the scope of service for Andrews Building Service, Inc. to remove the previously awarded Group 2 from the scope of services and decrease the contract amount accordingly. This solicitation consisted of four groups, Dallas Love Field Terminal (Group 1), Satellite Facilities/Dallas Executive/Dallas Vertiport-Heliport (Group 2), Roadway Trash Receptacles - Dallas Love Field (Group 3), and Floor Maintenance (Groups 4). Andrews Building Service, Inc. was unable to comply and fulfill the terms of the contract required for janitorial services for Group 2. Therefore, the contract for janitorial services for Group 2 is being awarded to the next most advantageous proposer, Marsden South, L.L.C.
The service contract with Marsden South, LLC will provide for janitorial services for Group 2 for the Department of Aviation (AVI). This contract enables AVI to provide services necessary to ensure the cleanliness and sanitation of satellite facilities.
A six-member committee from the following departments reviewed and evaluated the qualifications:
• Dallas Water Utilities Department (1)
• Department of Aviation (2)
• Department of Facilities and Real Estate Management (1)
• Department of Sanitation Services (1)
• Office of Procurement Services (1)*
*The Office of Procurement Services evaluated cost, local preference, and the Business Inclusion and Development Plan, if applicable.
The committee selected the successful respondents on the basis of demonstrated competence and qualifications under the following criteria:
• Cost and timeframe 35 points
• Experience 30 points
• Approach 30 points
• Local Preference 5 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The calculated living wage during the solicitation process of this contract is $22.05; the selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 22, 2025, the City Council authorized a three-year service contract with Midwest Maintenance Company, Inc. for janitorial and terrazzo floor maintenance services (Groups 1 & 4), with two, one-year renewal options and a three-year service contract with Andrews Building Service, Inc. for janitorial services (Groups 2 & 3), with two one-year renewal options for the Department of Aviation by Resolution No. 25-1686.
