Title
Authorize the (1) acceptance of a grant from Downtown Dallas Inc. Foundation in the amount of $150,000.00 for the creation of an engaging garden and patio space at J. Erik Jonsson Central Library; (2) receipt and deposit of funds in an amount not to exceed $150,000.00 in the Dallas Public Library Gifts & Donations Fund Central Library Gift Fund; (3) establishment increase of appropriations in an amount not to exceed $150,000.00 in the Dallas Public Library Gifts & Donations Fund Central Library Gift Fund; and (4) execution of the grant agreement and all terms, conditions, and documents required by the grant agreement - Not to exceed $150,000.00 - Financing: Dallas Public Library Gifts & Donations Fund Central Library Gift Fund

BACKGROUND
This action will authorize the Dallas Public Library to accept a grant award from the Downtown Dallas, Inc. Foundation to enhance and revitalize the west side plaza of the Central branch library in downtown. This initiative is a part of Downtown Dallas Inc. Foundation’s efforts to collaborate with the community to enhance public spaces that will improve public security, help deter crime and improve the appearance of a property’s permanent landscaping or public space.
The J. Erik Jonsson Central Library is a thriving center for community engagement with goals to elevate the quality of life for residents, visitors, workers and other stakeholders. As with the rest of downtown, the Central Library works to create a welcoming space while dealing with the inherent challenges of being a part of the city’s urban core. The awarded funding will allow the Dallas Public Library to create an enclosed community garden on the west side plaza of the Central branch. The project contemplates the installation of wrought iron fencing to fully enclose the area, improved lighting, shade structures, outdoor furniture, landscaping supplies, and native plants. Further maintenance and support of the community garden will be supported by the Friends of the Dallas Public Library.
The Central Library has a history of success providing programs and services to urban greenspace lovers. A native plant garden on the 5th floor balcony and maintained by library staff along with partners such as the Texas Master Naturalists. The Seed Library on the 6th Floor offers free seeds to gardeners and hobbyists. Both have provided programs and workshops for residents. The Seed Library has even expanded to multiple branch libraries and offers seeds as giveaways at community events.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On April 24, 2025, the City Council authorized the Dallas Public Library Strategic and Facilities Plan by Resolution No. 24-0617.
