Title
Authorize (1) rescinding the three-year service price agreement with The Confidence Group dba Confidence for Group 2, previously approved on December 10, 2025, by Resolution No. 25-1888, for reflective lane striping services for the Department of Transportation and Public Works; and (2) Supplemental Agreement No. 2 to the service price agreement with Elite Striping, LLC to increase the scope of services to include Group 2 for reflective pavement markings and striping using handliner machines for the Department of Transportation and Public Works, increasing the service price agreement in the estimated amount of $6,536,884.10, from $7,795,087.50 to $14,331,971.60, second lowest responsible bidder of four - Estimated amount of $6,536,884.10 - Financing: General Fund

BACKGROUND
This action does not encumber funds; the purpose of a master agreement is to establish firm pricing for goods, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This supplemental agreement will provide for reflective lane striping services for the Department of Transportation and Public Works. These services will include the installation of traffic markings, which include street striping of crosswalks, center lines, lane lines, street legends, curb markings, and markers, such as reflectors and ceramic markers. The contract will provide for maintenance and general safety of the City’s 1,700 linear miles of pavement markings.
The City is rescinding the award of the service price agreement with The Confidence Group dba Confidence for Group 2 for reflective pavement markings and striping using handliner machines, authorized on December 10, 2025, by Resolution No. 25-1888, due to the vendor’s inability to satisfactorily meet the contractual obligations.
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors. Additionally, in an effort to secure more competition, the Office of Business Diversity sent notifications to chambers of commerce and advocacy groups to ensure maximum vendor outreach.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 8, 2024, the City Council approved an ordinance amending Ordinance No. 32554, previously approved on September 20, 2023, as amended by Ordinance No. 32663, previously approved on February 28, 2024, authorizing transfer funds, not to exceed $4,950,000, from the DART Public Transportation System Projects Fund TN20 to 0726, by Resolution No. 24-0654.
On December 10, 2025, the City Council authorized a three-year service price agreement for reflective lane striping services with The Confidence Group dba Confidence, Elite Striping, LLC dba Action Services and ABH Pros LLP by Resolution No. 25-1888.
On May 13, 2026, the City Council authorized (1) rescinding the three-year service price agreement with ABH Pros LLP for Group 3, previously approved on December 10, 2025, by Resolution 25-1888, for reflective lane striping services for parking lots and thermoplastic services for bike lane symbols for the Department of Transportation and Public Works; and (2) Supplemental Agreement No. 1 to the service price agreement with Elite Striping, LLC dba Action Services to increase the scope of services to include Group 3 for reflective lane striping services for parking lots and thermoplastic services for bike lane symbols for the Department of Transportation and Public Works by Resolution No. 26-0820.
