BACKGROUND

 

This service contract will be used to deliver and install 98,010 square feet of Latitude 36 thick-cut sod rolls at Fair Park - Cotton Bowl Stadium located 3750 Midway Plaza. This project will restore the playing field in time for upcoming scheduled events and to maintain the Department’s commitment to providing a safe and high-quality playing surface for our stakeholders.

 

Fair Park - Cotton Bowl Stadium is located in the historic South Dallas area nestled on the grounds of Fair Park, where for over 100 years, thousands of citizens and non-citizens alike have attended the State Fair of Texas.

 

The Cotton Bowl was the longtime home of the annual college football post-season bowl game known as the Cotton Bowl Classic, after which the stadium is named. The stadium hosts the State Fair Classic and Red River Rivalry, the annual college football game between the Oklahoma Sooners and the Texas Longhorns, and formerly, the First Responder Bowl.

 

The Texas Association of School Boards (BuyBoard) cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

On November 6, 2025, the Park and Recreation Board approved the three-month service contract to deliver and install thick-cut sod rolls at Fair Park - Cotton Bowl Stadium located on Fair Park grounds at 3750 Midway Plaza for the Park & Recreation Department with Mondo Gardens dba/ Thomas Turfgrass Grass & Installation through the Texas Association of School Boards, Inc. (BuyBoard) cooperative agreement.
