Title

Authorize an Interlocal Agreement with the City of DeSoto for the relocation of a 30-inch-diameter water transmission main and appurtenance adjustments within City of DeSoto corporate limits - Not to exceed $686,360.50 - Financing: Water Construction Fund

Body

BACKGROUND

Dallas Water Utilities (DWU) owns and operates an existing 30-inch-diameter water transmission pipeline in the City of DeSoto (DeSoto) located in South Westmoreland Road. DeSoto plans to improve Westmoreland Road to an urban four-lane divided roadway including underground storm drainage facilities. In order to maintain necessary cover over the pipeline and accommodate proposed storm drainage crossings on South Westmoreland Road from West Belt Line Road south to West Parkerville Road, approximately 660 feet of the existing 30-inch diameter pipeline needs to be lowered.

This action will authorize an agreement between the City of Dallas (Dallas) and DeSoto to include the lowering of the 30-inch-diameter pipeline and associated appurtenance adjustments with the construction of DeSoto’s roadway improvement project. Desoto will design the pipeline lowering and submit construction plans and specifications to Dallas for review and approval. DeSoto will administer the construction project and will coordinate with DWU for the inspection, quality assurance testing, and approval of the pipeline lowering and appurtenance adjustments.

Under the interlocal agreement, Desoto and Dallas will both be responsible for 50 percent of the design and construction costs associated with the pipeline relocation and appurtenance adjustments. The cost share also includes any construction change orders, construction administrations costs, material testing, and inspection costs approved by Dallas and DeSoto. The Dallas share of the costs per the agreement is $686,360.50 based on an estimate of probable construction costs. DeSoto is scheduled to begin the construction project in May 2025.
