BACKGROUND
The City of Dallas Department of Aviation solicited proposals from pre-qualified firms to provide Digital Transformation - Building Information Modeling (BIM) Services in support of the landmark Love Field Expansion Airport Program (LEAP) in January 2026. Parsons Transportation Group, Inc., was selected as the most advantageous proposer.
LEAP is a multi-year, $2.5 billion Capital Improvement Program and represents the largest single investment ever undertaken at Dallas Love Field. This transformative initiative will expand capacity and enhance the passenger experience through the delivery of 14 major infrastructure projects across terminal, airside, landside, and support facility areas.
A digital transformation consultant is essential to the success of the program by enabling Dallas Love Field to modernize how it plans, delivers, and operates its facilities. Currently, much of the airport’s documentation is limited to static PDFs and legacy AutoCAD as-builts, which constrain visibility, coordination, and overall efficiency.
By implementing a campus-wide BIM strategy, the airport can establish a dynamic, data-rich digital environment that enhances decision-making, improves clash detection, and supports comprehensive lifecycle asset management. Beyond design and construction, this transformation extends into operations integrating real-time data, enabling predictive maintenance, and supporting technologies that will elevate the passenger experience.
Investing in digital transformation will position Dallas Love Field as a more resilient, efficient, and competitive airport, while reducing long-term costs and minimizing operational disruptions throughout and beyond LEAP implementation.
This action will authorize a three-year consultant services contract, with four one-year renewal options with Parsons Transportation Group, Inc., at the City’s discretion, to establish a consistent enforceable framework for BIM, Geographic Information System, and data governance across DOA multi-year LEAP program.

PROCUREMENT INFORMATION
In accordance with the City of Dallas Administrative Directive 4-05 procurement Guidelines, Parsons Transportation Group, Inc., was selected to establish a campus-wide digital framework that supports design, construction, and long-term operations, including improved coordination, real-time data integration, and operational efficiency.
