Authorize a professional services contract with Multatech Engineering, Inc. for the engineering design of the 2020-2024 Unimproved Alley Program - Not to exceed $321,950.00 - Financing: General Fund

BACKGROUND
The Fiscal Year 2019 approved budget included funds for an Unimproved Alley Maintenance Program. As a result of City Council requests and approval of this program, specifications were developed in-house for competitive bids for unimproved alley construction and maintenance. The project was publicly advertised, but no contractors submitted bids. The maintenance work was started with in-house forces and is currently ongoing. During the course of the maintenance field work, it was determined there was a need for civil engineering services to address drainage issues, identify sub-terrain utilities, or other field concerns; particularly on alleys in an extremely poor or failed condition.
The start of the two-step procurement process began on April 25, 2019 with the first advertisement for design services. Four firms submitted their qualifications for the 2020-2024 Unimproved Alley Maintenance Program. All firms were deemed qualified, and a Request for Proposal was sent to each of the firms. As a result of the two-step procurement process, Multatech Engineering Inc. was determined to be the most qualified proposer of four.
This action will authorize a professional services contract with Multatech Engineering, Inc. for the engineering design of the 2020-2024 Unimproved Alley Program.
