BACKGROUND

 

The Dallas Water Utilities Department (DWU) identified and evaluated 10 raw water facilities based on their age and condition, impact to the system, reliability, cost to operate, and frequency of repairs. The most critical raw water facilities were found to include the lake intake, Forney Pump Station, and Forney Dam at Lake Ray Hubbard. Lake Ray Hubbard is the only DWU reservoir owned and operated by the City of Dallas. The reservoir and associated water supply infrastructure were constructed in the late 1960’s and early 1970’s and several critical components require rehabilitation and replacement.

 

On August 10, 2022, the City Council authorized a construction services contract with Archer Western Construction, LLC for major rehabilitation and replacement of infrastructure at Lake Ray Hubbard. Improvements include traveling screens, sluice gate replacement at the intake, pump and valve replacement, site civil and groundwater monitoring improvements, monorail and bridge crane system improvements, new stop logs and storage building, spillway concrete repairs, spillway gate repairs, heating, ventilation, and air conditioning upgrades, and electrical and control improvements for the Forney Dam. The existing facilities have reached the end of their useful life, have limited operability, and are difficult to access and repair.

 

On August 28, 2024, the City Council authorized Change Order No.1 to the construction services contract with Archer Western Construction, LLC for improvements at Lake Ray Hubbard. During construction, additional work not within the original contract was identified and determined to be necessary to complete the proposed improvements. The additional work included repair of the tainter gates and inspection of the low flow West slide gates, services for the crane rail design, replacement of one 60-inch butterfly valve, meter flow vault, replacement of two pressure relief/pressure sustaining surge control valves, and installation of new doors and hardware at the Forney Pump Station electrical building and bulkhead storage building.

 

This action will authorize Change Order No. 2 in the construction services contract with Archer Western Construction, LLC for additional work identified during construction resulting from unforeseen field conditions, DWU requested betterments, and constructability impacts. The additional work includes custom equipment fabrications, repair and epoxy coating of existing flow control gates, rehabilitation of the dam low flow slide gates, piezometer installations and paving, bridge crane pier replacement, and miscellaneous dam and pump station site improvements. Approval of this change order will allow for the successful completion of the project in summer 2026.
