Authorize Supplemental Agreement No. 2 to the engineering services contract with O’Brien Engineering, Inc. to (1) provide structural design services to Garages A and B pedestrian concourse heating, ventilation, and air conditioning and roof assessment to support mechanical, electrical, and plumbing engineering services, and evaluation of potential structural reinforcement associated with air handling unit equipment at Dallas Love Field; and (2) extend the contract term to December 31, 2026 - Not to exceed $30,000.00, from $304,900.00 to $334,900.00 - Financing: Aviation Fund

BACKGROUND
The Dallas Love Field Garages A and B pedestrian concourse walkway was built in 2004 during the Love Field Modernization Program. The roof and walkway have suffered from significant water infiltration issues and an unexpected increase in heating, ventilation, and air conditioning (HVAC) maintenance costs.
The project provides engineering services for the analysis of Garage A and B pedestrian concourse walkway roof and heating, ventilation, and air condition (HVAC) as well as other HVAC systems around the garage/terminal area, correction of existing deficiencies, bid phase, and construction administration services on the demolition, removal, and installation of ten new rooftop HVAC units, two new and updated boilers, and five new air handling units, along with roof layered replacement.
This action will authorize Supplemental Agreement No. 2 to the engineering services contract with O’Brien Engineering, Inc. to provide structural design services to Garages A and B pedestrian concourse HVAC and roof assessment to support mechanical, electrical, and plumbing engineering services, and evaluation of potential structural reinforcement associated with air handling unit equipment at Dallas Love Field and to extend the contract term to December 31, 2026.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 24, 2023, the City Council authorized an engineering services contract with O’Brien Engineering, Inc. to provide engineering services for the analysis of Garage A and B pedestrian concourse walkway roof and heating, ventilation, and air conditioning (HVAC) system as well as other HVAC system around the garage/terminal area, correct existing deficiencies, bid phase and construction administration services at Dallas Love Field by Resolution No. 23-0688.
On September 11, 2024, the City Council authorized Supplemental Agreement No. 1 to the engineering services contract with O’Brien Engineering, Inc. to provide additional construction administration services to Garages A and B pedestrian concourse heating, ventilation, and air conditioning (HVAC) and roof assessment for mechanical, electrical, plumbing, and structural infrastructure systems that support the demolition, removal, and installation of ten new rooftop HVAC units, two new and updated boilers, and five new air handling units, along with roof layered replacement at Dallas Love Field by Resolution No. 24-1265.
