Body
BACKGROUND
The DPD LETC Fund at the Communities Foundation of Texas was revised on September 23, 2025, via Administrative Action No. 25-6314 with the sole purpose of raising charitable contributions for the design and construction of the DPD LETC at the University of North Texas at Dallas (“UNTD”).
On September 29, 2025, Administrative Action No. 25-6371 authorized the City Manager of the City of Dallas to sign City of Dallas Grant Agreement, Funding for Design and Construction of the DPD LETC at the UNTD, EIN No. 75-6000508 (“CFT Grant Agreement”). This CFT Grant Agreement awarded the DPD LETC Fund a $10,000,000.00 grant from the W.W. Caruth Foundation Fund of the Communities Foundation of Texas payable from November 15, 2025 to December 31, 2027 for the design and construction of the DPD LETC.
On June 17, 2026, Quik Trip Corporation awarded a $10,000,000.00 donation for a One-Time Capital Campaign Investment to the DPD LETC Fund with the stipulation that all funds must be expended on the construction of the DPD LETC by May 30, 2027.
The private fundraising efforts for the DPD LETC Fund are being led by community leaders Tennell Atkins, Jennifer Gates and Lynn McBee. These three community leaders were appointed by Mayor Eric Johnson to spreadhead the fundraising efforts for the DPD LETC.
In early 2026, Mayor Eric Johnson appointed a Fundraising Taskforce to help with the private fundraising efforts for the DPD LETC project. The Fundraising Taskforce developed a Sponsorship Toolkit for the DPD LETC project providing for naming rights and sponsorship recognition opportunities, including levels of donations and naming durations in August 2026. The City Manager now recommends adoption of the Sponsorship Toolkit to support the Taskforce’s fundraising efforts in support of the DPD LETC project budget requirements.

In consideration for donations received by the DPD LETC Fund in accordance with the Sponsorship Toolkit, the City Manager desires to extend the sponsorship benefits to qualifying donors to date to include the W.W. Caruth Foundation and Quik Trip Corporation.
This public-private partnership builds upon the City of Dallas’ ongoing collaboration with the Communities Foundation of Texas and engages philanthropic foundations, corporations and individuals. It also continues the City of Dallas proven track record of private public partnerships for capital projects such as the DPD LETC, which when completed will advance law enforcement training through a shared commitment among state government, local government, and a public university. The partnership will provide the City of Dallas with a modern, state-of-the-art law enforcement training facility that enhances the education and professional development of both recruit and incumbent police officers. The new facility will support twenty-first century policing strategies, evidence-based training techniques, and opportunities for collaboration with community leaders, academic partners, and other stakeholders to strengthen public safety and advance excellence in law enforcement training and education.
