Authorize Supplemental Agreements No. 2 to increase the service contracts with (1) Parking Concepts, Inc. dba Transportation Concepts in an amount not to exceed $2,218,393.80, from $21,283,427.04 to $23,501,820.84 for passenger and employee ground transportation management services at Dallas Love Field Airport for the Department of Aviation; and (2) Parking Systems of America, Inc. in an amount not to exceed $532,352.58, from $5,092,892.76 to $5,625,245.34 for passenger and employee ground transportation management services at Dallas Love Field Airport for the Department of Aviation - Total not to exceed $2,750,746.38, from $26,376,319.80 to $29,127,066.18 - Financing: Aviation Fund

BACKGROUND
These Supplemental Agreements will provide for continued passenger and employee ground transportation management services at Dallas Love Field Airport (DAL) for Garages A, B, and C, Love Connection off-site employee parking, valet parking, and starter services. On airport and off airport parking locations provide a variety of parking services to the traveling public, DAL tenants and employees. Starter services provide for the management and orderly flow of various types of transportation for hire vehicles, shuttles, and courtesy vehicles accessing the airport roadways and terminals. Ground transportation management is a necessary component enabling access to DAL.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. This contract includes the living wage of $17.82.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 24, 2018, the City Council authorized a five-year agreement, with three two-year renewal options, for passenger and employee ground transportation management services at Love Field for the Department of Aviation with Parking Concepts, Inc. and Parking Systems of America, Inc. by Resolution No. 18-1512.
On September 27, 2023, the City Council authorized a Supplemental Agreement No.1 to exercise the first of three, two-year renewal options, for passenger and employee ground transportation management services at Love Field for the Department of Aviation with Parking Concepts, Inc. and Parking Systems of America, Inc. by Resolution No. 23-1350.
