BACKGROUND

 

This item will allow for the purchase of two fleet vehicles and six pieces of equipment for the Water Utilities Department (DWU) which consist of the following:

 

                     Vacuum truck Combination Pressure Truck - 1

                     Hydro Excavator truck - 1

                     Trailers - 4

                     Heavy Duty Walk Behind Concrete Saw - 1

                     Hydraulic Swing Tube Concrete Pump - 1

 

The Combination Pressure truck and Hydro Excavator truck will be used by DWU to maintain the over 4,000 miles of sanitary sewer mainlines.  The Combination Pressure truck unit operates with an air vacuum and a high-pressure water system to break up and remove the debris obstructing the sanitary sewer mainlines. The combined pressurized cleaning and vacuum capabilities are an effective and efficient operation for the prevention of sanitary sewer overflows and will assist the Division’s operations in meeting their Texas Commission Environmental Quality (TCEQ) permit requirements.

 

The Hydro Excavator truck uses high-pressure water to break up compacted soil. After breaking up the soil, excavation workers use a vacuum to lift it into the debris tank. This process is effective on all type of soils under any weather conditions.  This process is also faster because although the high-pressure water used has enough power to break up soil, it does not have enough pressure to break most underground utilities, such as gas lines, fiber optics, and cable lines, saving time, effort, and money. The Hydro Excavator truck will be used to excavate areas of the sanitary sewer mainlines for emergency and maintenance type repair operations.

 

The 5th wheel tilt trailers and 20-ton trailers are required since there are more heavy equipment than trailers, these trailers will assist to expedite response to emergencies and daily work. These trailers will haul heavy equipment throughout the city.

 

The Heavy Duty Walk Behind Concrete Saw is a replacement for a current unit which needs replacement due to parts availability and prolonged down time. This unit cuts the streets and parking lots to gain access to underground infrastructure.

 

The Hydraulic Swing Tube Concrete Pump will assist to gain access to replace concrete in areas which are closed off and cannot use conventional means and methods. It will allow Storm Drainage Management division to pump concrete to locations which concrete trucks cannot access.

 

The City conducts an evaluation on vehicles and equipment using established criteria before replacement occurs.  This evaluation includes life-to-date maintenance cost, recommended replacement mileage, and recommended replacement life.  This purchase includes the replacement of 2 vehicles and 3 equipment and 3 new equipment.

 

BuyBoard National Purchasing Cooperation is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
